About KLEE 2023
KLEE 2023: The Commissioner of Entrance Exam (CEE) has published the second phase final allotment for KLEE 3-year LLB on October 29, 2023 on its official website - cee.kerala.gov.in. Earlier it had released the provisional allotment for KLEE 3-year LLB and also published the first phase provisional allotment for KLEE LLM on October 26, 2023 in online mode. The second phase final allotment for 5-year LLB was released on October 21, 2023. Earlier, CEE Kerala had completed the first phase of allotment and declared the result of 5 year LLB, 3 year LLB and LLM. CEE Kerala conducts Kerala Law Entrance Exam (KLEE) 2023 for admission to 5-year LLB, 3-year LLB and LLM programme in online mode at designated centres across the country.
While the 5 year LLB exam was conducted on August 6, 2023 the three year LLB exam was conducted on August 13, 2023. The state level entrance exam is conducted for admission to various law colleges in the state of Kerala. The exam of KLEE 2023 had a total of 200 multiple choice questions. The exam duration was of 2 hours. The syllabus for KLEE 2023 includes 4 sections : general English, general knowledge, reasoning abilities, and aptitude for legal studies.
KLEE 2023 test structure
The entrance exam for both 3-year LLB and integrated LLB have similar test structures. The duration of the exam was two hours. There were a total of 200 MCQs. As per the KLEE syllabus 2023, questions will be asked from general English, general knowledge, arithmetic and mental ability, and aptitude for legal studies sections.
KLEE selection process
Based on the KLEE 2023 exam, candidates will be shortlisted for counselling and the seat allotment process. The KLEE counselling will be conducted in three or more rounds and admissions to the UG courses will be offered on the basis of merit cum preference. The intake capacity for the five-year LLB, is 2,320 seats, whereas there are 870 seats for three-year L.L.B, and 136 seats for L.L.M programmes.

KLEE 2023 Eligibility Criteria
KLEE L.L.B 5 year Eligibility Criteria
CEE Thiruvananthapuram has released KLEE five-year integrated L.L.B eligibility criteria. The eligibility criteria inform candidates about academic qualification, minimum marks and age limit one has to meet to be considered for admission to KLEE five year L.L.B program. For a detailed insight into KLEE five year L.L.B 2023 eligibility criteria, read below.
- The candidate should have passed HSC examination of Board of HSC education, Kerala or any equivalent qualifying exam scoring at least 45% aggregate marks. SEBC candidates and SC/ ST candidates, however, need only 42% and 40% respectively.
The candidate must be minimum of 17 years of age
There is no upper age limit for appearing in the exam.
The applicant must be an Indian citizen.
However, only such candidates who are of Kerala origin will be eligible for reservation.
KLEE L.L.B 3 year Eligibility Criteria
CEE, Thiruvananthapuram, has released the eligibility criteria of KLEE for the three-year LL.B program. The KLEE 2023 eligibility criteria include the terms and conditions the candidate has to fulfill in order to be considered for admission.
KLEE Eligibility Criteria for 3-year LLB program
Academic Qualifications
- The candidate must be a graduate of any faculty from a recognised university
- The candidate must have passed the qualifying exam (bachelor's degree) scoring minimum aggregate of 45%. There is relaxation in minimum marks for reserved category candidates: SEBC candidates need 42% marks, while SC/ ST candidates need 40% marks. Rounding off is not permitted.
- Candidates who have obtained first degree certificates through distance and correspondence education are also eligible to apply.
- Candidates yet to appear/ have appeared for the qualifying examinations will also be considered eligible for KLEE three year LL.B. However, their eligibility will be confirmed only when they furnish a provisional certificate/ certificate of degree and mark sheets of qualifying examination on the admission day.
Age Limit
There is no lower age limit for appearing in KLEE. Also, the upper age limit is subject to decision of the Hon’ble Supreme Court of India.
Nativity
Candidates holding Indian citizenship can apply.
However, to enjoy benefits of reservation, one needs to be of Kerala origin.
KLEE L.L.M Eligibility Criteria
The exam conducting authority releases the KLEE eligibility criteria 2023 for the LLM program containing the list of conditions one needs to fulfil for admission. The eligibility criteria. Any candidate who doesn't meet the KLEE 2023 eligibility criteria, which are related to age limit, qualifying exam passed, and minimum marks, he or she will not be considered for admission.

The candidate must have passed LLB program scoring 50% aggregate marks from the University of Kerala or any other recognized university.

There is no upper age for candidates to appear for the entrance test.
Nativity
Candidates seeking admission to the LLB program must be Indian citizens; for consideration under the reserved category, the candidate in addition need to be of Kerala origin.

CEE, Thiruvananthapuram, which is the exam conducting body, has closed the application process for 5 year LLB, 3 year LLB and LLM. Earlier, CEE Kerala had started the KLEE 2023 application form process for 5 year LLB on July 12, 2023. The application process for KLEE 3 Year LLB 2023 had also started from July 13, 2023. Candidates who wish to appear in Kerala Law Entrance Examination (KLEE) were required to fill out and submit the application form before July 19, 2023.
Before filling the application form of KLEE 2023 the candidate should ensure that they meet the prescribed eligibility criteria, as otherwise, applications stand to be rejected.
How to fill KLEE 2023 application form?
Registration
- To start the application process, get registered first
- Go to the official website and select your law programme - 3-year LLB/5-year LLB/LLM
- Open the application page of your course and click on the new registration option
- The registration form will open
- Enter name, mobile number, and email id.
- Upon successful registration, an "application number’ will be created with an applicant account.
Fill out KLEE application form 2023
- Once registered, go to the application form of KLEE 2023.
- The application form will have various sections like personal, contact and academic details sections which have to be duly filled.
- After filling in the details correctly, click on the ‘submit’ button.
Fee payment
The candidate has to next pay the exam fees by any of the following two gateways – a) online payment b) e-challan. Following is the fee breakup for all courses.

Online payment
Through this mode, one can pay the fee using a credit/ debit card or net banking.
E-challan
If the candidate wishes, they can also make the payment in offline mode using e-challan.
- To make the payment using an e-challan, first take a printout of the e-challan by clicking on the ‘print e-challan’ option.
- With the printed challan, go to a post office in Kerala and make the payment in cash. During payment, you have to submit the e-challan with the requisite along with the fee amount in cash.
- Don't forget to collect the counterfoil of e-challan from the post office official.
- Once the payment is successfully done, ‘Pay Application Tab’ will turn green.
- If the payment tab doesn't turn green even after payment, candidates must inform the post office officials.
Uploading of photograph and signature
Candidates will also have to upload their photographs, signatures, and documents in the application form.
Take a print out of KLEE application form
- After completing the above steps, candidates will have to click on the link named ‘print application’.
- Retain a printout and soft copy of the completed application form of KLEE for future reference.

KLEE answer key – filing objections
- For any objection with the answer key of KLEE 2023, one can submit their complaints to CEE with requisite proof and payment of Rs. 100 per question (in case of KLEE L.L.M, Rs. 200 per question) payable by DD at Thiruvananthapuram in favour of CEE.
- The objections have to be filed before the last date.
- Authorities will release final answer key after considering all the complaints.

On the basis of scores obtained by candidates in KLEE 2023, course-wise rank lists are prepared and released online. The KLEE rank list is an important document as it is used for shortlisting candidates for counselling and the admission process. The admissions through KLEE 2023 will be based on merit cum preference, therefore, the rank of the candidate will ultimately determine whether he/she gets a desired college or not.
KLEE 2023 tiebreaker
- In case of any tie in marks scored by the candidate in the exam in LLB, the candidate who has scored higher in 'Aptitude for Legal Studies' will get preference. If the tie still persists, candidate scoring higher in 'English' will get a higher rank. If the tie still persists, candidate older in age will get a higher rank.
- In case of KLEE LLM, candidates scoring higher in Part 1 will get preference. If tie still persists, candidate older in age will get a higher rank.
KLEE 2023 Cutoff
KLEE L.L.B 5 year Cutoff
CEE Kerala will release the KLEE 2023 cutoffs at the time of seat allotment. The KLEE cut off will be the last rank or minimum marks required for admission to a given law college. Therefore, it is clear that KLEE cut off sets the minimum benchmark for admission.
Candidates can meanwhile check the previous year KLEE cut off trends for various law colleges in order to get an idea about the expected cutoffs for the current year. KLEE Cut-offs for 3-year LLB is released by the CEE Kerala separately while announcing the seat allotment. The KLEE cut off 2023 for 3-year LLB will be released for all participating colleges and categories. The cut-offs, in general, will depend on several factors such as the number of candidates applying for admission, the difficulty level of the exam, number of seats available for admission and college preference given by the candidates. Mode of Counselling: Online
CEE, Kerala has published the second phase final allotment for 3-year LLB and 5-year LLB on October 29, 2023 and October 21, 2023 resepctively. The first phase final allotment for KLEE LLM will be released soon. CEE Kerala conducts the counselling of KLEE 2023 for 3-year LLB, 5-year LLB and LLM. The counselling procedure is conducted centrally, known as the centralised allotment process. Candidates who will be shortlisted based on their KLEE rank will be eligible to participate in the counselling process.
KLEE 2023 counselling – Procedure
Candidates can refer to the below-mentioned procedure for counselling of KLEE 2023.
- Click on the counselling link.
- Log into using your roll no, application number, and password.
- Upon login, the candidate will have to select courses and colleges from the available options.
- Options have to be entered in the order of preferences.
- Submit the selection.
- Take a printout of the option list selected.
- After the stipulated time for candidates to fill the options is over, candidates will be able to find the colleges and courses allotted to them.
- As final steps, candidates will have to pay the fees at the allotted college on the stipulated date to finalise their admissions.

Considering your rank, it is not possible to get a college though KLEE. KLEE colleges generally takes candidates upto the rank of 2000 maximum and be it government, or private self aided colleges.
