Candidates who are having valid options and who are willing to participate in the second allotment/subsequent allotments have to log in to his/her Home page and confirm their options by clicking the ‘Confirm’ button available in his /her Home page. Candidates can delete their unwanted options or alter their priority for existing options only after the online option confirmation. If a candidate who does not confirm the higher order options by clicking the ‘Confirm’ button available in his /her Homepage, his/her higher order options will not be available in subsequent phases.
After each allotment, the options below the ‘allotted one’ of the candidate will automatically be removed from the options list of the candidate. For example, if a candidate had registered 10 options in all, and if he/she is allotted his/her 5th option, all options from 6 to 10 will be removed from the option list. Since the 5th option is the allotted one, it will not be seen in the option list. Options from 1 to 4 only will remain valid and will be considered for future allotments.
If a candidate is satisfied with an allotment and does not want to be considered against his/her remaining options, he/she will have the facility to cancel all the remaining options. He/she may also cancel specific options among the remaining options as per his/her desire. The candidate will also have the facility to alter the priority of the remaining options. But the candidate will not be permitted to register any fresh options to the existing ones.
The facility for confirmation and cancellation/deletion/alteration will be available for a specified period of time as notified, after which the facility will be withdrawn. A candidate retaining all or any of the options after each allotment is bound to accept the next allotment, if any, given to him/her. If the candidate fails to accept the allotment, he/she will lose all the allotments/admission and will not be considered for any further allotments to any course or college.
According to your mentioned marks and category, based on previous years cutoff and this year's phase 1 cutoff ranks, you have less chances to get admission in government law colleges.
However we cannot be sure about admission as cutoffs vary every year depending upon factors like difficulty level of examination, no of candidate's applied, seats available etc.
You can use this link to know about each college cutoff rank under all categories and get updates on klee 2020

Greetings,
So what typically happens during spot counselling is that the colleges invite applications for admission against the vacant seats that they have. The vacant seats could be from any category (general/reserved/ews) and only those candidates eligible under that category would be able to apply against that vacant seat. (unless the college decides to convert its general seats into reserved or vice versa just to fill them)
if you are a category student then keep an eye out for spot counselling notifications released by universities of your choice and see how many seats remain for admission and apply accordingly since many times it is a matter of luck to claim a seat when other contenders are absent or do not possess the required documents.
Hope it helped, Good day!
