CLAT is an entrance test for admission in National Law Universities only. These NLUs are run by the central/ state government only.
There are no private colleges under CLAT but some private colleges do consider CLAT scores for admission even though they aren't a part of CLAT. So

Yes, you will be eligible for a 3 year LLB course even if you have completed your Undergrad degree in 2011. There is no upper age limit to apply for 3 year LLB in most colleges.
As you've mentioned CLAT is one of the tags, you cannot apply
