Yes, you can reappear for 12th with CLAT, but you need to qualify 12th class with 45 % (40% in case of SC and ST candidates). Generally, 12th results come before CLAT, so you will know if you are eligible for CLAT or not. Prepare

Instead i would suggest you to try in some private law college like

The rank you are asking for is 3500 (approx). If you are under 3500(approx) rank in CLAT and belong to SC category you will surely get a call for counseling.
