Yes, as your character certificate is signed by a gazette officer you can submit it diring admission pricess for du llb courses.

For a safer side, alao attached a affidavit mentioning your issue with it.

Off course you have to provide a certificate that is in accordance with the Delhi university norms. 
If you have a character certificate that is more than 6 months you cannot submit that.
You can contact the last institution that you have attended before you took a gap (school/ college).
Sign of any gazetted officer in your area is accepted on the character certificate. These officers include doctors, police officer, collector, principal of the school etc.
You can get a certificate signed for yourself from any of them as soon as possible.
