yess there is a failure rate in AIBE EXAMS which differs from states to states for example in one of the past year only 63% of the appearing candidates passed the exam this shows that there is a failure rate too in this exam so better prepare yourself

The minimum qualifying marks for AIBE (11) is 40% to pass. So to achieve the certificate of law, Candidates is required to obtain 40 marks out of 100 marks.so prepare yourself well to get the maximum marks

It is released by the BAR Council of India in the last week of December. They release it in online mode only.

The result of AIBE 13 is expected any day now. As per the previous year, it was scheduled for the last week of December 2018. You can keep a track of the same at the URL given below. It will be updated with the link to check the result as soon as it is out.
Coming to whether you can visit courts without Certificate of Practice (COP), yes you definitely can. You can visit courts, witness their functioning and also attend most proceedings (if not generally, with permission). You do not need COP for visiting and being a witness to the functioning. However, if you plan to practice, then you do require COP.

The disciplinary committee of Bar Council is conferred with the powers of the civil court under the Code of Civil Procedure 1908, as per the Advocates Act, 1961. This act amended and consolidated the law relating to legal practitioners and provided for the constitution of the Bar Councils and an All-India Bar.

An update. The BCI will announce the answer key of AIBE XIII 2019 examination conducted on December 23, 2018, soon. Since it hasn't come today yet, it is expected that it will be released on Monday.

Every student passing LLB and intending to practice in a court of law anywhere in India has to appear for AIBE exam. The rules changed about 8 years back when SC concerned with the degrading standards of education, made it compulsory for law graduates to appear for AIBE to become eligible for practice in Indian Courts. So now, the first thing a graduate has to do after passing their LLB, is enroll in a state bar council of India and then appear for AIBE and be awarded "Certificate of Practice" by the Bar Council of India which will qualify them to practice.
