sorry to say but as per your percentile you are not eligi for admission so my advice would be that please look for some other university or if you fall under any quota then contact college if they can give admission.
Percentile means how many people are behind you. Or how many people have you beaten. It would not be more than 99.99% this is so because if you consider there 10000 participants in a exam and you top it, you defeated 9999. I.e. 9999/1000 * 100 = 99.99% .
