cutoff for admissions to PU BALLB course depend on both your class 12 aggregate and marks in PU BALLB entrance exam (50% each). If you have a combined score of 150+ admission can be assured for you which means a minimum of 60+ marks in the entrance exam. however since you have SC category, you may still have a faint chance of making it. keep on checking the cutoff lists and college website for this
I got 74.5% marks in +2 commerce and 21 marks in puugllb entrance test please tell me will i be able to get admission in punjab university campus

The minimum qualifying marks this year for an ST candidate is around 15% in the qualifying examination and at least 11.25 marks to be shortlisted in the merit list.
Since you qualify for inclusion in the merit list, you have slight chances, because as per the previous year cutoff trends, there was no specific cutoff score for ST candidates in UILS Chandigarh, PURC Ludhiana and SSCPURC Hoshiarpur.
