‘Closing rank’ means the rank of the candidate from his category not from others. Candidates coming under the closing rank were called for counselling and seat allotment process and final admissions were subjected to meeting the eligibility conditions and merit cum preference criteria.

Candidates coming within the cut-off range will be asked to verify their eligibility and produce the documents and certificates at the concerned law centre. The university will also release a waiting list consisting of those candidates who were left out after counselling but were present during the registration for PU BA LLB counselling. After document submission and verification, successful candidates will have to pay the counselling fee to confirm the seat allotted to them.
As of now, there are a total of 240 seats in BA LLB course offered by all 3 law centres through PU BA LLB entrance test.

Yes ,you are can apply at PU entrance test for B.A LLB course as NIOS is equivalent to other state/central boards which conduct class 12th Boards exam.
Whether you are eligible or not depends upon you have 50% minimum marks for (General/OBC) 45% for SC/ST in 12 or not.If you have that score then you are eligible to give entrance exam.
I would suggest you to give CLAT exam also which is national level exam after securing rank in that exam you will get admission in National Law academy .

According to the last year's fees structure, The approximate fees is Rs. 95,700. This doesn't include the miscellaneous charges. The fees can be paid in 2 installments. The 1st instalment is Rs. 54,500 and 2nd installment is Rs. 41,200.Candidates who want to avail hostel facility need to pay an extra amount of Rs.10,000.
You have not provided the name of the university in which you are applying for LLB 5 years, but generally the selection of candidates for counselling is done on the basis of the rank/marks obtained in the university entrance test, based on which a merit based list is prepared and students from a particular rank are invited to take part in counselling.
