Panjab University(main campus)  does not offer full time Bachelors degree in psychology. It offers postgraduate degree in psychology and PhD in psychology.
One can get a BA degree not specialization in psychology from various affiliated colleges to PU.

I have scored 95.2% marks in +2 & expecting to score 45 in PU Entrance test. What are my chances of getting admission in PU Chd Campus

Hey.
Admission in Panjab University, Chandigarh for tge course of BA/BCOM LLB is done on the basis of both your result in 12th boards and entrance exam. 50% weightage is given to both the scores.
So as your boards percentage as well as your entrance exam's score both matter equally. As most of you have already got your both results a good score in it will put you at a great advantage.
There are 120 seats (both BA and BCOM) in the Chandigarh campus, 60 each in regional centres. So for the Chandigarh campus if your rank in the BA LLB merit list after combination of both scores is uner 150-180 you'll have a fair chance in the first counselling itself.
Though the cut off chances each year according to the difficulty level of the paper and the level of Competition, only a fair estimate can be made regarding the marks.
So as your boards result is 95.2% marks you already have an advantage. Now if you score 45 in the test you do seem to have fair chances for Chandigarh Campus as your total aggregate will be around 74. But this is as per the previous year trends. It might be different for this year. So a better estimate can be made when combined merit list is out.

Total fees for the course of BA LLB entirely depends on the college you get in . For instance National Law universities have a  higher fees for LLB as compared to other colleges. The fees of National Law universities is around 150000 per year but  if  you will get some other Government College the fees might be lower. So nothing can be said in this regard. The fees of private colleges like amity university or Manipal university or raffles university all differ from each other. The average fees for ballb can be termed around 100000 per annum.

So if you score 90+ in boards 55-60 marks+ in the entrance exam you'll still have fair chance of Admission here. And if you score 80+ in 9boards then try to score more than 60-65+.
These are the least marks so try to score as much as you can. Try not to only rely on your 12th marks as the cut offs are unpredictable and it might change as per the factors I've mentioned before.

An aspirant of PU BA LLB 2019 need to have passed their 10+2 examination with at least 50% marks in the qualifying examination from any recognized board/university
For the candidates belonging to reserved categories, 45% is needed in the qualifying degree of 10+2 examination. 
Candidates who have acquired 10+2 qualifying degree from Open Universities directly without having any basic qualification will not be considered eligible for the law examination administered by Panjab University. 
PU BA LLB Eligibility Criteria 2019 - Age Bar 
As per the Supreme Court’s stay on age bar in 2017, there is no age bar to appear in the exam
