How to Enroll with State Bar Councils for AIBE 2021: Any candidate who has completed his/ her law graduation (3-year or 5-year integrated LLB programme) from the academic year 2009-10 onwards, need to qualify the AIBE certification exam in order to practice in a court of law in India. Now one requirement for appearing in the AIBE exam is that the candidate must be enrolled (or registered) as an advocate with a State Bar Council.

Ans: If a candidate has passed the law degree prior to 2009-10, they aren’t required to take the AIBE exam.
Enrolment of advocates with State Bar Councils
Candidates who want to appear in the AIBE 2021 exam need to get enrolled as advocates with respective State Bar Councils.
As per Advocates Act, 1961, State Bar Councils have the powers to frame their own rules regarding the enrolment of advocates
Certificate of Enrolment: Successfully enrolled candidates are awarded a Certificate of Enrolment.
Eligibility criteria for issuance of Enrollment Certificate
Nationality: The candidate must be an Indian citizen
Academic qualification: Must have passed a law degree (either 3-year LLB or 5-year LLB degree)
Age limit: There is no upper age limit for State Bar Council enrollment

How to get enrolled with state bar councils for appearing in AIBE 2021?
If the candidate is using online registration or registration process, then they have to get registered first:

Online registration (or sign up): In the registration form, enter your name, mobile number, email id, gender, date of birth, and security code displayed on screen. On successful sign up, a new advocate account will be created.
The candidate may also have to select and confirm a password for the account created on the state bar council website.
Login to access the enrollment form: On successful sign up, login details will be sent to the registered email id.
Fill the registration (or enrollment) form: The candidate has to next fill in personal, contact, and academic details. In addition, employment details also have to be furnished.
Upload of necessary documents: The candidate has to next upload photograph and signature, and other documents as per the format specified (refer to the table below to check tentative document checklist).

Before applying for the law certification exam, candidates should review the AIBE XVII (17) 2022 eligibility criteria.
Candidates applying for AIBE XVII (17) must have completed a 3-year or 5-year LLB program from a BCI-accredited institute.
Candidates must have completed their degree program after July 1, 2012.
Candidates applying for the AIBE XVII (17) 2022 exam must be members of their respective State Bar Councils and hold an Advocate Card.
There are no minimum marks or age requirements to take the AIBE XVII (17) examination.
Candidates must pass the AIBE examination within two years of completing their graduation. If a candidate is unable to pass the examination within two years of graduation, he or she must re-register/enroll with the state bar council in order to take the AIBE examination.

Yes, if you are registered with the state bar council, you can practice law before clearing AIBE . However, in such a case, you will have to clear AIBE within two years from the date of registration at the state bar council. Since you have mentioned that you have cleared LLB in 1996, then it is not compulsory for you to give AIBE.
In the State Bar Council Meeting, the Bar Council passed a resolution that the "Right to practice" exam, popularly known as AIBE, is no more mandatory for the lawyers registering themselves in any state of the country.
Furthermore, the eligibility criteria to give AIBE Exam is as mentioned below : Candidates should hold 3 years or 5 years LL. B. degree from a BCI recognized law school. One should note that there is no minimum percentage to qualify in the examination in order to register for the AIBE exam.
