The Consortium of National Law Universities has published the CLAT second merit list 2025 on June 4, 2025 its official website - consortiumofnlus.ac.in. Candidates included in the CLAT 2025 second merit list will be eligible to obtain admission. However, the CLAT merit list is only provisional as the candidates are required to pay the confirmation fee before June 9, by 1:00 PM and university admission fee before June 14, 2025 by 5:00 PM to obtain the CLAT seat allotment. The second CLAT cut off 2025 is available through the second merit list of CLAT 2025. The second merit list of CLAT 2025 is prepared NLU-wise. The CLAT 2025 merit list is provisional and candidates have to complete to complete the admission formalities. CLAT 2025 was conducted on December 1, 2024. Through the Common Law Admission Test, candidates will be admitted into the 5-year LLB programme of 24 NLUs and 60+ affiliated colleges participating in the exam.

The tiebreaker rule to prepare the second merit list of CLAT 2025 in case two or more candidates get the same marks is given below:
The candidate with higher marks in legal reasoning will be ranked higher.
If the tie persists, then the older candidate will be ranked higher.
If the remains unresolved, then lots will be drawn

The CLAT 2025 seat allotment is provisional. Candidates who are included in the merit list for the second round of CLAT 2025 counselling are required to complete certain formalities after the publication of the merit list to gain final admission. The process is given below:
Allotted candidates are required to select one of the freeze, float, or exit options. Candidates who select the freeze or float option have to pay a confirmation fee of Rs 20000 which will be adjusted against the university fees to be paid by the candidates.
The candidates who have been allotted their first NLU preference or who are satisfied with the allotted seat can choose the freeze option to confirm their seat. They will not be considered for future rounds of admissions.
The candidates who have not been allotted their first NLU preference but want to be considered for further rounds of admission to be allotted a seat in an NLU that was higher in their preference list can choose the float option. In this case, they will retain the allotted seat but will be upgraded to another NLU in case a vacancy arises.
Candidates who want to exit the counselling process without being considered for admission into any of the NLUs can choose the exit option.

5000 is a good rank in CLAT for the SC/ST category to gain admission into most of the NLUs.

Your rank of 4032 in CLAT exam with EWS appears to be insufficient for admission in IP University colleges as the category wise cut off for IPU colleges is lower than your rank at least for the top tier colleges like VIPS and MAIMS.
The majority of seats are reserved for students with Delhi domicile in IPU colleges and if you belong to outside Delhi then, it's slightly difficult.
However, some colleges like Trinity (TIIPS) in Dwarka accepted admissions for Law at higher rank of around 8,000 so you might also have a chance there.

The CLAT (Common Law Admission Test) exam consists of five subjects which are given below:-
1. English Language
2. Current Affairs, including General Knowledge
3.Legal Reasoning
4. Logical Reasoning
5. Quantitative Techniques (Basic Mathematics)

These subjects are tested in one single paper with 120 multiple-choice questions for UG CLAT (as per the latest pattern from 2024 onwards). Each question carries 1 mark, and there's a 0.25 negative mark for every incorrect answer.
With an All India SC category rank of 1561 in CLAT, you have a strong chance of getting admission into several National Law Universities through the counselling rounds. Based on past year trends, this rank can fetch you a seat in NLUs like NLIU Bhopal, HNLU Raipur, RGNUL Patiala, and possibly even higher-ranked ones like WBNUJS Kolkata or NLU Jodhpur depending on how cutoffs move in the later rounds.
SC category cutoffs for top NLUs tend to vary each year, but many of them have admitted students with SC ranks between 1500 and 3000, especially in rounds 2 and 3. Your chances increase further if you list a wide range of NLUs in your preference order during counselling. Also, make sure to complete all required counselling steps, document verification, and preference locking on time to avoid missing out.

For Delhi University’s BA LLB program through CLAT, EWS category admissions last year (2024) typically closed around a rank of 1100 to 1200. This means if you scored around 90–95 marks in CLAT, you had a good chance of getting in. The exact cut-off can change slightly each year depending on competition and seat availability, but staying within the top 1200 is generally safe for EWS candidates.
