The Failure Belt: Karnataka, Chhattisgarh, Gujarat & Telangana — AIBE 21 Results: Where 2 in 3 Failed
The AIBE 21 results are out, and with that, the BCI has also published the state bar-wise statistics. The overall AIBE 21 pass rate was 65.92%. The Karnataka Bar Council had 4,320 candidates, out of which only 1,383 candidates could pass the exam, making it the worst-performing this session. Chhattisgarh, a consistent underperformer, also had 2,001 candidates, out of which only 648 managed to qualify the All India Bar Exam. Gujarat is one of the bar councils with a large number of enrollments; it also managed to attain a pass percentage of just 33.15%. North-eastern bar councils like Manipur, Assam, Nagaland, Mizoram, Arunachal Pradesh & Sikkim, etc., also had a pass rate of less than 40%.

The Bottom Five: Where Failure Was the Norm, Not the Exception
Karnataka: 32.01%
Chhattisgarh: 32.38%
Gujarat: 33.15%
Manipur: 34.18%
Telangana: 34.59%
It must be noted that Karnataka, Gujarat and Telangana are big state bar councils with large volumes of enrollments. With pass rates as low as 35%, it means that it is not just a small dataset, but denotes a big failure of the maximum number of candidates of a state. For example, Gujarat alone had 4,674 candidates who did not qualify.
Only 1 Out of 3 Candidates Passed in Karnataka, Chhattisgarh and Gujarat
The AIBE 21 pass rate for Karnataka, Chhattisgarh and Gujarat is the poorest among all state bar councils. While Karnataka has the lowest pass rate at 32.01%, Chhattisgarh and Gujarat are also not far behind with 32.38% and 33.15% pass rates, respectively. This means that only one out of three students from these bar councils could pass the AIBE 21 exam. The pass rate is almost half of the overall AIBE 21 pass rate, which is 65.92%.
A Familiar Pattern: These States Were Struggling Even Last Session
Going by the AIBE 20 statistics, Chhattisgarh, Gujarat and Telangana were already among the bottom five in terms of worst-performing bar councils. Last session, the AIBE pass rate of these three particular bar councils was 32.38%, 33.15% and 34.59%, respectively. There is a consisten low-performance reported from these state bar councils, which points out a gap in the legal education of these states and the quality of academics. Karnataka, however, had a pass rate of 56.68% last session, dropping to 32.01% this session, becoming the worst-performing state bar council in AIBE 21. The 3-mark moderation was a meaningful intervention
Despite no changes in the AIBE 21 final answer key, the Monitoring Committee decided to reduce the qualifying cut-off by 3 marks (to 42 for General, 37 for SC/ST/PwD). This decision directly inflated the pass count. Without knowing the pre-moderation pass percentage, the "true" difficulty of the AIBE 21 exam is hard to assess. But the moderation committee’s decision aligned the AIBE 21 pass rate with the historic average of 65-70%.
