In a major regulatory move, the Hon’ble High Court has directed that admissions under the 20% Management (Category-B) quota in private unaided law colleges must be strictly controlled by the Competent Authority. The orders, passed in WP No. 16290 of 2007 and WP No. 2105 of 2023, emphasise that the Competent Authority alone can regulate admissions and issue binding guidelines to ensure fairness and transparency.
Responding to the Court’s directions, the AP State Council of Higher Education (APSCHE) has released comprehensive operating guidelines for AP LAWCET 2025 Management Quota admissions. These rules apply to all private unaided minority and non-minority law colleges approved by the BCI.
Under the new norms, colleges must publish public notifications, follow the official admission schedule, verify original documents, and fill seats strictly on merit. A dedicated portal: cets.apsche.ap.gov.in has been created for CAT-B admissions, and colleges must upload all admitted candidates’ data for compulsory ratification by the Competent Authority. Universities will not permit students to appear for exams unless their admissions are duly approved.
(i) Managements shall issue a notification to fill 20% seats under Category-B admissions.
(ii) Managements shall complete the total admission process (i.e issue of notification, receipt of applications, finalisation of list, reporting of students, etc.), under Category-B and supernumerary quota seats as per the schedule given.
(iii) The Managements shall close all admissions in compliance of the Judgment of the Hon'ble Supreme Court of India.
The eligibility for admission into 3-year LLB, 5-year LLB and LLM courses is as follows:

The institutions should also accept applications online or in person and issue an acknowledgement to the candidates.
AP LAWCET Admission Steps for Colleges (Cat-B)
The AP LAWCET Category-B admission procedure involves the following steps to be performed by the college management.

The institution should upload the data of the applications received in person into the web portal as per the schedule by paying the registration fee through online mode as detailed below:

Colleges must verify original certificates before finalising the merit list and uploading admission data. Only eligible candidates should be admitted and upload to the portal for ratification of admissions by the Competent Authority. Admission shall be provisional until data is uploaded and approved by APSCHE.

The Colleges / Institutions should prepare branch wise selection list as per the merit and eligibility of the candidate and upload it into the web portal along with the supporting documents for verification and ratification by the Competent Authority.
Handling Unfilled Seats
The seats remaining unfilled, after filling up with eligible candidates, who have qualified in the AP LAWCET 2025 examination on merit basis with candidates securing not less than 45% for OC categories and 42% for BC-A to E Categories and 40% in case of candidates belonging to SC & ST categories of marks in the prescribed group subjects taken together/aggregate marks in the qualifying examination.
Thereafter, if any seats still remain unfilled, such seats may be filled on merit basis with candidates securing not less than 45% for OC categories and 42% for BC-A to E Categories and 40% in case of candidates belonging to SC & ST categories ofmarks in the prescribed group subjects taken together / aggregate marks in the qualifying examination (+2 or its equivalent) in case of LLB 5 year and degree or it equivalent in case of LLB 3 years and LLB Degree in Case of LLM courses, as prescribed.

(i) Comply the Management quota admission schedule issued by the Competent Authority.
(ii) Upload admitted students' data promptly in the APSCHE portal as per the schedule.
(iii) Take ratification of admissions prior to commencement of class work.
The College should not:
(i) admit students beyond the sanctioned intake and beyond the prescribed schedule.
(ii) allow the students to attend class without the approval of admission from the competent authority.
(iii) conduct spot admissions of total seats under the convener quota without participating in the counselling.
(iv) admit students without verifying original certificates and other supporting documents.
(v) collect excess fees or amounts not prescribed by APSCHE or APHERMC.
(vi) violate rules issued by the Government / Competent Authority.
(vii) continue candidates who are not present in the current list of allotments. They should be directed to report to the institution they are allotted immediately.

With an AP LAWCET 2025 rank of 1338 and belonging to the BC category, you have a good chance of getting a seat in VD Siddhartha Law College, Vijayawada, as previous year closing ranks for BC candidates were generally higher than this. Admission will also depend on seat availability in the college and counseling rounds, so it’s important to participate in the counseling process and keep an eye on the official seat allotment notifications.

A rank of 3202 in AP LAWCET is decent and may help you secure a seat in government or aided law colleges, especially if you fall under a reservation category like BC, SC, ST, or EWS. However, whether you get a free seat (full tuition waiver) depends on your category and financial background. Government law colleges have low fees anyway, but tuition fee waivers are typically given to economically weaker students (EWS/BPL) or those eligible under fee reimbursement schemes in Andhra Pradesh.

With 2403 rank in AP LAWCET and being from the BCB category, you have a good chance of getting admission in a decent private law college. In the previous year, students with similar ranks got seats in colleges like Velagapudi Durgamba Siddhartha Law College.
